WPS payroll compliance in the UAE: how the Wages Protection System actually works

Salaries in the UAE are paid through a monitored channel with deadlines and consequences — the SIF file, the 15-day rule, and what non-compliance blocks.

What WPS is

The Wages Protection System is MOHRE's electronic salary-monitoring channel: employers registered with the ministry pay wages through approved banks and exchange houses, and each payroll run generates a Salary Information File (SIF) that tells the ministry who was paid, how much, and when — matched against the registered contracts. It is how the state knows salaries were actually paid, in full, on time.

The rules that bite

  • Wages must be paid through WPS-approved channels — cash and personal transfers don't count as paid, however real the money was
  • Payment is due within 15 days of the due date under current rules; later than that and the employer starts accruing non-compliance status
  • Compliance is measured on coverage too: paying most staff but skipping some, or paying materially less than the registered wage, flags the file
  • Consequences escalate: reminders, then blocks on new work permits, then fines and referral — and the block is the one that operationally hurts, because hiring stops

Where payroll runs go wrong

  • The SIF says one thing, the bank transfer another — rejected records that nobody reconciles
  • Registered contract salaries drifting from actual salaries after raises, so every month quietly mismatches
  • Unpaid-leave and EOSB settlements processed outside WPS without the paper trail
  • Free-zone employers assuming WPS doesn't apply — several free zones run their own equivalent regimes with the same logic
